Chairman of Urban Splash Tom Bloxham, a pioneer in the urban renaissance of Manchester and Liverpool in the 1990s, has suggested that inner-city areas in England face decline without government support and civic vision. Speaking on the Regional Growth Fund to the BBC, Bloxham argued that the government’s ambition for “locally-driven growth” will not materialise if there is no acknowledgement of increasingly “poor and depressed” ‘doughnut’ areas around the city centers.
